Neon, chokers, jelly shoes, tye-dye, lace overlay tops/dresses, chunky platforms, crop tops, fuzzy crop tops, anything with a daisy on it.

That seems more like the late 60's and 70's to me.  But then again, I don't remember the 90's having much of it's own unique fashion identity.

As someone who grew up in the 90s I can tell you first hand that it was all pretty prominent. Anything cropped, chunky, or high waisted was en vogue. It was a hodge podge of goth, grunge, and rave chic.
