All I keep finding online in terms of tutorials is over zealous use of the liquify tool-people paying no mind to the background.

Anyone here have any links to tutorials-blog posts, yt tutorials, etc that explains good proper technique?

Phlearn made a good one recently. It's not as extreme an example as what you've posted, but those aren't technically realistic examples anyway. Plus, he talks about limits and not going too far with the transformations, which some retouchers could stand to learn. =p

I saw that one and while I do agree with him, his video did not address complex backgrounds.

use the puppet tool. If you are unsure how to do that start with youtube tutorials and find your own tweaks for what you like
