I just bought the windows 8.1 which comes in German. I installed it and now I am trying to install others language pack like English and Portuguese, but it won't install.

Do you know a solution for it?

Are you sure you are running with the Administrator account to do this or is it in one of the other automatically created user account levels?

Following the video in the first link, I could not find "Local Users and Groups". It doesn't exist in my computer.

In the seccond link they ask to search for "cmd" but there is no result in the search. Probably because CMD is in English and I don't know how is the German version of it.

The third link the same, many thinks in English which I don't know how it would be in German. And it has too many paths which I certainly will be lost, specially with my computer in German. I am not a computer expert.

And the last link doesn't have any solution at all. sad


Does it means I will have to buy an other Windows? Or this same version in an other country?

I just solved the problem.
I installed again the windows from zero but without choosing an other language during installation. Then I was able to download others languages pack afterwards.
It seems that if you choose an other language during installation that is not the original language of the system, it won't download the pack afterwards.

I find "Local Users and Groups" to be mysterious, in the sense that it seems to wander around.  I know your frustration.  You can always find it by right clicking on the little "Windows" symbol in the lower left hand corner of the screen.  It is where the "start" button used to be on Windows 7.  From there, select "computer management."  You can find it there.

As for solving your problem, congratulations.  I am glad you got it working.  I spent 30 years as a computer consultant before I retired 10 years ago.  I never understood the rhyme or reason with Microsoft.  The always seemed to be inconsistent.
