If you are looking to hire a photographer or work on a collaboration project, the best thing you can do now is to post a casting call.  The newbie forums do not get much traffic.  The forums in general are not for casting calls.   

After you start to get some people on your friends list, then you can send bulletins.   Everybody on your friends list will receive your bulletins and you will receive bulletins from everyone on your friends list.
