You're going to need to give us more information than that to go on. What's the budget? What's the need? The best sports camera isn't the best camera for architecture.
There are a lot of very, very good cameras on the market today.
Well that makes a difference. Here I was going to recommend the $8,000 Nikon D3s.
As noted, there are a lot of very good cameras on the market, and there are some very good ones in this price range. I'd say it's hard to go wrong these days, in fact.
Unless special needs (better AF,better viewfinder, better and quickly practice usage), the problem isn't the camera but the photographer, because even an entry level camera could do good job.
Note:
I add even high ISO so FF (full-frame) vs aps-c.

I know you're looking for specific recommendations, but in this price range, there are way too many to choose from. The nature of your question (and answers to my questions) suggest you are a beginner. Which is fine. Go to a shop and try some out. See how they feel in your hand. Lots of great choices out there. Canon. Nikon. Pentax. Find something you like and learn on it.
EDIT:US$1,000 budget? I don't think there are any cameras like that yet, unless you go with an older pro Nikon or Canon film on Ebay like Canon F1 or Hasselblad or Mamiya

You could own a very impressive film camera in that budget. For digital, you can do a Canon Digital Rebel series with one or two prime lenses. But you won't have any money left over for lighting.

There are plenty of cameras in the 1000 range that should fulfill your needs. Canon, Nikon, Sony, Pentax etc. all have some decent bodies. I won't say one is the best because each have their strengths and weakness. I know from shooting with them. My primary camera is the Sony A700 along with my backup camera Minolta 7D. But to answer your question on what I'd recommend, I'd recommend you buying a Canon or Nikon; my reason, you buy a body for the 1000 price, you can't rent their glass and other bodies, they leave more room for upgrading while you grow with your skill.
Make your mind up. Either you want the best camera on the market OR you want something under $1k?
There are several bests, depending on your religion and style of shooting, but none of them are under $1k. For high fashion digital, different people would argue for Canon 1Ds Mark III, Nikon D3x, Hasselblad H3D (or H4D)... None of these is remotely close to $1k.
