Any kind of shoot that looks vaguely professional will attract code enforcement jerks who ask for permits and issue tickets. It's f#*ked-up! Doesn't matter if you are making a $100 million-dollar 1st run Hollywood movie, or shooting your gf on the beach with an SLR camera and a reflector.
