I have my photo finished and its in layers.  Last thing I want to add is a flash. In the dialog box, you can move it and set the strength. But, once I add it, how can I move it on the image to see where it looks best. I can move fonts and such, but wont let me move the flash burst.  Much thanks!

I dont use filters much and have no idea what you mean by 'flash'..
Do you mean lens flare?

With lens flare, and most lighting effects, you could make a new layer
(optionally)fill it with black
set it to screen blendmode
apply the effect.

Now you can move it around (but remember that if the effect extended outside the borders of your image, it will be cut off and that shows when you move it around)

If by "flash" you mean a lens flare, search on Google for free flare brushes.

Example:

Use one of those brushes on a blank layer and place it where you want the flash.

Run the lens flare on black and use the screen blend mode.

Just be aware that the shape of a lens flare has a lot to do with were it is in frame.

You can create the lens flare onto a new document of the same proportions as your image, then copy/paste it onto your file. That should allow you control of said layer.

Photoshop lens flare filter can't be run on an empty layer that's why you need to create a layer with come solid color and blend it (you can use screen/black or overlay/50% grey).

UGHH, I tried it and it does not work. When I go to render, the lens flare is not an option...
