Apply where? At the Beijing central police gulag for political asylum visas? Does his family have to be present when he turns himself in for his application?
There are also some rumors afloat indicating that part of a "deal" may be that we'll no longer accept future political refugees into the Beijing embassy. I repeat, this is so far just rumor and unconfirmed.... but if true, it could impact a lot of people in the future for the sake of this one case (during our campaign season).
That said, little is known publicly about what sort of deals we may or may not be making with the Chinese for this one individual. We probably don't even know if he has a great strategic value to the USA or not. Only time will tell I guess.

What were the negotiations about?
If it was about Chen, it seems she failed. If it was about something else, it seems the Chinese pulled the rug out from under her with this Chen issue that blotted out all the other news surrounding her trip.
What did the exalted office of the Secretary of State gain for us as Americans? What were the tough negotiations that required her to go to China, rather than her Chinese counterparts coming here? How much did it cost us and how much do we now owe, to whom, for what?

China up until recently gave multinational corporations slave labour.
That's a great thing for CEO's who hate workers who complain about working conditions, poor pay, environmental regulations, you know, the stuff you're always on MM complaining about.
You seem to have a contradiction here....as a businessman himself who gave up his business because of all of the things multinationals LOVE china about, you complain when governmental reps go to China to keep the lovefest going.
