I have a question how did the photographer retouch this photo. Did they use the paint brush or dodge and burn?

The image is to small to tell what has been done to the skin texture.

Thanks it does help, I know how to retouch skin but I don't know what the photographer did to the photograph it looks like it has some glow or used a blur tool.

I should of said more what did the photographer to the image to make it look soft or glow tool

It looks like he just used the brush tool in Lightroom 4.

Really I don't understand why you like that image... It's not a very good touch-up job at all and the model isn't even that good.

If you want better examples then just look at almost any magazine cover.

Her face looks quiet flat in that image. I've never seen any other technique as good as d&b to retouch skin, other than skin softening you can add depth and correct the lighting which is most important aspect of it IMO.
