I seen in forums that people post a photo they retouched and they put the before and after pic like right on top of each other and it plays like a video... does anyone know how to do this?

Those are called animated gifs and basically just a couple layers displayed at certain timed intervals using the Animation window. For a detailed step by step break down, just do a google search for "animated gif in photoshop."
