oops, forgot to say it's done with PS, even though it's a small file I still used
frequency separation as an action, subtle d&b, even skin tone a little, color
with curves and tone down fly aways.

My try! I started off with the healing tool to clean up skin/clothing/background. Went in with very slight airbrushing to do some other minor fixes. I painted the lights/darks on several curves layers to make her pop and give her a pin up look! Then I altered the colors to my liking using selective color and color balance. (all ps cs6)

Open in camera raw to adjust white balance, set black point, white point. Then to photoshop, healing brush for skin, clone stamp for hair removal on hat, hue satuataion adjustment to reduce redness in skin, increase brightness in teeth and eyes, enhance eyeliner and hint of blue to eyes, onOne filter, blue dawn, burn and dodge.

Just did a quick bunch of settings in LR, not opened in PS.  I hesitate between the D600 D800 so wanted to see what the IQ is like. A jpg though isn't the best way to judge.

My very quick retouch (seriously, like 15 minutes), used PS5, the changes are obvious, the finisher was the "angel light" technique
