I actually find that Facebook really helps. Not only does having a fan page to get your name out there help, but joining Facebook "Groups" for areas that you base yourself in helps a lot too. I just joined one last night and I already have had photographers add me asking to collaborate.
OneModelPlace has some people too, but the site runs too slowly/weirdly for my liking so I have stopped using it some time ago.

but it's a difficult site to generate much work through without paying.
craigslist.org - but obviously checking references etc. is difficult and I have only found it sucessful in the south

be extra careful with CL. I submitted about 50 e-mails to modeling casting calls. I got 10 replies. 5 of them we discussed a shoot with but agreed that we had different interests. The other 5 offered some pretty interesting job opportunities that were NOT mentioned before... private escort, personal "body" masseuse for $500 a week, and a lot of compliments followed by requests for dirty images
I think if you are in the mood for a good laugh in return for dozens of e-mails sent, go for it.. it may pay off eventually

See if there are any photography groups in your area. Recently I've been doing group shoots for less than my normal rate -- but the tips and handing out my business card to photographers who are interested in an individual shoot has more than made up for it.
Post local availability notices and travel notices frequently on MM
Browse local people who have logged on in past 2 days sorted by recent activity
Post model availability notice on craigslist artist community section (with recent images)
browse talent gigs, creative gigs, artists community daily
Another art model recommended dropping off business cards at local art schools, it just takes knowing where the art department is and getting in the door.
