She probably mean votes. The same phenomenon can occur in Swedish - the word for vote and voice are the same.

Maybe I don't get it but is the OP complaining that they don't allow ballot stuffing?

Does "cut your voice" mean they limit the number of votes so you and your friends can't vote over & over & over so that only the model with the most annoying friends wins?

And who gets all bent about a WEEKLY contest? Umm, I have a revolutionary idea...
