What is is that you would be "paying  upfront" for, exactly?
If you have to ask if it's a scam, it most likely is.

A traditional model agency is very selective about their models and earns its income from commission from the jobs it books for its models.  Some traditional agencies will allow the model to deduct small expenses the model incurs from future commissions.

Other "agencies" have sprung up in the last few years who are unselective about their models, earn income from charging fee and classes to the models, and have almost no ability to get jobs for their models.

You obviously want to be a part of the first type of agency.  At the same time, you should hire a solid photographer to get you professional portfolio photos.  Expecting to be successful in modeling without investing in professional photos is unrealistic.
