I am somewhat new to the site, I've had it for several months now and have only booked one shoot thus far. What is the secret to reaching out to photographers and making something happen?

Best bet is to use the browse function (second from left above).  Search for photographers within comfortable travel distance from your zip code, review their portfolios to see if they shoot the kinds of things you want to shoot, and send them a PM suggesting a TF shoot.

HINT:  Check the new arrivals every day and send them a welcoming letter--It'll give them a warm and fuzzy feeling and make them more responsive to your suggestions.

Go to the above link and "Create" a casting call, asking for a photographer that's available or search through the "Availability" listings.

Have you contacted photopraphers whose work you like and discussed shooting?  Been active in the forums?  Responded to casting calls?

I haven't looked at your port but do you have good images?  Is your profile upbeat and positive or is it full of I won't do this that or the other thing?  Are you willing to work trade?

Try the "casting/travel' forum and try putting up a model available notice.
You still have to let people know that you are an available model.
