I did :

cleaning
high pass for the clarity + contrast (desaturated)
gradient map to correct the tone
bit of d&b
bit of make up
bit of sharp
black on background (corrected with selective color)
a 5% cross process (faded)
and a gradient to expose the face (failed i know )
a bit of Lab ab color

looks like surface blur to me. You should practice more on D&B .

Yes you can to some degree there are two blending modes there darken and lighten among others take a look.

As for the retouch it has a very soft look to it and i like it. Maybe try another one bring the retouching on the skin down to 70 percent. Good start.

2 Curves, one for dodging and one for burning .
Or a soft light empty layer and paint with the brush with white and black.
