If I was asked to be in a magazine by the CEO, and the photo shoot is in another state.....but I have to pay for my own travel and hotel stay. I declined the offer because I didn't feel This was fair to me. What are your opinions or suggestions?

No necessarily. You may have to pay for your board and lodging, but if the pay is good enough, and the setup is professional... like for example.... at the Vogue offices in NY, and the e-mail address has @Vogue.com in the end, and you were able to confirm the shoot by calling the offices directly, then maybe it's not a scam.
You did not provide any of the details that make a world of difference in determining whether something is a scam or not.
