First to cut & color one needs to be a licensed cosmetologist in nearly every jurisdiction...  Your favorite salon might be a wise choice here...

that said, a cosmetologist will share with you that an appropriate cut which enhances your persona will most likely be based on your face shape... while at the same time considering it's textural type... 

there are over a half dozen face shapes...
