I think you mean a non exclusive contract with an agency. Any agency if they chose can do that.

Most agencies want gals that are 5'10 in NYC. They make exceptions but not often.

You might want to Browse for models in NYC that list they are represented and ask them directly. I fear you might not find a directly experienced response by posting in the forums. I do know of a woman who is 5'7" and was represented, but she had to fit a very specific size type and I cannot recall what measurements she told me and how they relate to you. Americana Models is a good non-exclusive agency. I used to work with them. I ymeet a lot of great photograpers and models that I still work with even though I am not signed with them anymore. Jewels model management is also another great agency that works with starter models to help build their portfolio if they like your look. Both agencies are on models.com... You can look for their contact info on the website
