Photographers rarely get any say in picking models used in a magazine.  They're paid to shoot photos of people that the editors and stylists pick.

Most promo model and talent agencies in towns where there's a lot of events and conventions are subsidiaries of DMC's, if they're not directly owned by one they're heavily affiliated with one or more.  Your area has quite a few of DMC's.  Check in with them.
