Written permission from the photographer and high resolution, retouched versions of the photo so you can get them printed.
If you're trying to have some other entity print/market them, you should probably make sure that the written permission specifically permits them to reproduce (and that you're making the photographer totally aware of what is going on as a part of reaching your agreement.)
If you're trying to get the photos done on your own, if the photographer does not want to give you the images in high resolution, you could possibly agree on a place to print them, and the photographer could either have them printed and bill you, or possibly (if a really nice guy) let you pay the printing place directly.
You would also, likely, need to have a compensation agreement in place, as if the photos came from a TFP shoot, others involved should likely share in the proceeds.
