What I know about photoshot wouldn't fill a thimble, so I wouldn't even touch this, so I'm considering the services of a photoshop wizard-

Dark circles under the eyes, forehead wrinkles, crows feet, and cheeks and nose reddened from the cold, all under a highly freckled visage that I don't want to alter.

Can you fix all of that and preserve every freckle? Do you charge more for a freckled face? Should I just abandon the freckles?

Might want to make a casting call all that you requested is easily fixed in ps just more time consuming preserving the freckles shouldn't be that big of a deal tho.

First off, freckles are awesome and I wish I had some.

To your questions. Freckles shouldn't really be adding any time to the retouch, as face retouching isn't about globally smoothing out the skin but rather fixing light and shadow. If every freckle cant be preserved, some can always be added.

Those are imperfections.

Freckles are not imperfections. Keep them. And yes- its very much doable.

Nice to see so many that love freckles as much as I do.  I selected this model based on her freckles, and unlike many other models I've encountered, she loves them herself and doesn't insist on covering them up.  I was wondering how to keep the best of her and fix the evidence of a sleepless night.

I personally would use techniques that affect color and tone and NOT texture. Dark circles are a color and tone issue, not a texture issue. The same goes for uneven skin tone. That is a color issue. So correcting those using technique changes color and changes tone while keeping the freckles.

Techniques that preserve this texture are far more important to a retoucher than just a simple blur and mask to try and cover stuff like that up.

Find a retoucher that KNOWS what they are doing and doesn't just watch youtube tutorials and call themselves a retoucher.

Yes, of course. Wouldn't take more time with freckles than without.
Though, when the photo is slightly blurry and not too close, it's sometimes harder to see what is freckles or other dark spots. (this is what I noticed on skin which didn't have a lot of freckles,  only some slightly noticeable) Maybe it's just me. smile
