I think in this image you have splattered the original photo with effects with doing anything to improve it. I would think that working on the model's skin tone, particularly on the arms, and her hair shape and flyaways, would be a priority.
Obliterating detail using filters is something that anyone can do and is unlikely to earn you a following.
This is the best effort, it actually makes a relatively dull photo more atmospheric but an expert eye would spot the lack of splashes from the rain and its 2-d nature.
If you want to be a photographer, take stronger pictures. If you want to be a retoucher, step up your technique in a big way. If you want to do both, you have a long road ahead.
