More than likely it was the remains of a seal or some other large marine mammal (surfers are not considered marine mammals.)

Naw.  He's buried under a railroad overpass about 3/4 miles from my house.  Although the official name of the overpass is the Joe Saia overpass, the locals refer to it as the Jimmy Hoffa memorial overpass.  (My home town is an old mob retirement community.)

I bet you're right.  It was probably from a seal.
