If you think you understand "fair use"... ... If you have a law degree in intellectual properties, you might be right, ... If not, you are likely to be wrong. I'll also point out that many actual "fair use" law cases are tried in front of a judge who is not an expert in "fair use". "Fair Use" is pretty rigorously & clearly defined, if you can understand legalese, but often times, the user of the work is so full of her or his desire to use the work, he or she might be blind to the legal definition. In my experience, the "serious" cases involving fair use result in "fair use not found". But I don't have a law degree or much tolerance of soul sucking lawyers.
