You mean it's gotten to the point that all those "See my dinner!" IGers  are running out to shoot OTHER people's meals too? And I thought the constant sight of young people having to document such triteness for one another was the height of emptiness, but this must be 'nother whole level!

I think the bigger issue is why are there parking meters in front of the outdoor tables? Do you have to feed the meter to take up a table in California now too?

A lot of areas made street seating when they could not have people inside their restaurant . We have a few in our downtown area that are the same way.

In the UK in recent years there have been incidents of the police hassling people for taking pictures in public places, near Manchester Arena for instance, without having any legal basis for doing so. Maybe if they didn't waste their time that way, there'd be less crime. The point is that by making up their own rules as they go along, they set an example for others.
