Send an email to Tyler, but considering he is busy cleaning up hacker crap, you might also want to send an email to one of the mods..  theda and Udo are both mods and there is a list in the FAQ section..

Just so I can beat everyone else, why do you want to delete the account??

It isn't even that difficult.  If she just deletes all of her images her profile becomes, effectively deleted. 

Without four images, you are unable to post, your profile is invisible to all and people can't send you e-mails.  It is as if you don't exist.

She can still ask Tyler to completely delete her, but in the meantime she can drop off the face of the earth immediately if she wants to.

P.S.  Your question "why" is a good one but I suspect there is some sad tale behind all this.  I didn't have the heart to ask myself.
