It sounds like you're looking for a database program?  If you have MS Outlook (not Outlook Express) then you may find it can do much of what you need.

BUT... if you haven't lashed out on the Office package, don't do it for Outlook alone.

You can try a program called File Amigo.  They have a free version (no spyware/shareware/time-trial... FREE):

You may not use all the stuff like report writing etc, but you may find that it does what you want.
