I've been trying to fill in these eyebrows in CS2, but I am having the hardest time with it.  I've tried to look up some tutorials, but they all seem to be about shaping the eyebrow or removing extra hair.

Can someone explain to me how to fill in eyebrows?

Your help is greatly appreciated!  Thank you smile

heal tool, a bit of burning of highlights and then a slight midtone burn over the top..

You could try copying and pasting a bit of eyebrow over and blending it in? x

You can also sample the colour of the eyebrow and, with a very small brush, draw the eyebrows back in... hair by hair. It doesn't actually take as long as it sounds and can produce very realistic results when time and patience are taken. smile

Sometimes you can even clone stamp a part of the rest of the eyebrow over the gap....be careful though, looks good if done right, looks really bad if noticeable.

Lasso a generous amount of the existing eyebrow (with skin around it, upper and lower) copy it to its own layer (ctrlJ, or command J), move it over the "empty" area and with your eraser (approximately flow 25, opacity 100) erase what you don't need of the eyebrow and it should fill in quite well.

First I clean brows up with the clone tool, then I paint in the areas I want filled using a 3px brush. Here's a quick (1-2 min) go at it. I would just keep painting until I got the size and shape I wanted. Usually I paint on different layers and blend them together to get a more realistic look.
