Don't forget to check Craigslist. I bought a wonderful mannequin out of someone's storage unit for about $50 USD that I use for setting up lights before a shoot. For that, it doesn't have to be perfect. A few dents and chipped paint don't matter. If you need it to look really good, you'll probably want a new one.
