The "plastic wrap" was done on another application, probably cinema4d which is the easiest one. They have 3d model presets and apply a "material" to it ( w/c in this case plastic ) then rendered out with a environment map as the reflection then in Photoshop it just about warping and liquifying the rendered image to match your photo and a few tweaks in color to suite your taste.

Yeah they're 3D elements, I've been meaning to call up one of my 3D artist friends and experiment with this. Wouldn't know where to begin without outside help, I'd be hard pressed to draw a straight line in 3ds max without an idiots guide.

Probably the hardest part of the 3D method is posing the human object in software to match the photo.
