I want to make a person appear to be covered in white makeup or paint.

Desaturation comes to mind, but then he appears dull grey and not white.

I tried adding a color layer with white, but he still looks grey.
How do I do it?

But it won't make in look like makeup. Nothing will look like makeup but makeup. But it will make him look like a space alien.

This would be the best way of doing it but if you want to make it look like white paint you need light and shadows for white, and the proper lumonisity of how the paint would look, correct highlights and texture.

Basically you could do this as well in PS if you shot something in the same conditions and blended it together as well.

Using a few things together with each other might give you the best results. Play with curves and masking, increasing the mid tone lightness. I'd also look into D&B with a 50% grey layer. If you have a pen tablet it'd be a great way to add some shadows in to have more control over how natural the photo looks. The color selector would be great too for making sure your yellows and reds don't get pushed to far when playing around. Lots of masks!
