For circular filter I think B+W.
But I think also some alternative as Marumi and Hoya could be good.
But the price of their top line is similar.
Perhaps a combination of circular filter between B+W or Marumi as CPL and Hoya as ND could be a nice combination.

In terms of optical purity?  In terms of fingerprint/smudge repellent coatings?  In terms of strength to protect the front element?  In terms of weather proof to protect front element?  In terms of blocking UV light?  In terms of even polarization throughout the visible spectrum?  In terms of neutral color cast? In terms of price/performance?

Depending on which aspects are important to you, you may get a different answer.

It doesn't really make sense to talk about the "best" without specifying what you need it to be "best" at.  There are a lot of "good" filters out there (and a lot of "bad" filters).   There is no single filter that is "best" at everything.  There is always a compromise.  You need to find the filter that makes the compromises that work best for your needs.

On the other hand, if you are merely need a "good" filter, then any of the above recommendations should suffice.
