Is there a way to make a brush preset that would keep the flow and opacity values?

Say, save a brush with the settings I use for general DnB, another one with the settings for pixel level DnB, and so on.

I am tired of always having to select the same flow and opacity settings manually.

Yep

When you have your brush selected up the left top corner, open the panel for the brush and click the gear and New Tool Preset, just make sure your settings are how you want them and name your brush, you can also save the color. Then you click your brush name in the same area, also if you set up a action you can select it and it will save in the action
