How do freelance models/and or agency models get sponsors for modelling?

I'm always providing clothing, accessories, wigs, shoes, the gas money, ect
Modelling is costing more than it's paying and I need funding to keep doing this -I am dedicated to my craft and don't want to have to quit because of mere conventional impediments.

So, how does one receive sponsorships from brands such as Rilakkuma? Nasty Gal ? UNIF? Ect

The short answer to your question is that you need to seek out brands that want what you have, and to understand that different brands want different things and that you'll be acting as a model or buy acting as a brand ambassador of sorts. Some will be solely interested in how you look, others will want you to be more than just a pretty face e.g. they'll want you to have a large Instagram following. You also need to understand that such sponsorships still equal work in terms of things like vlogging, posting etc. on your end.

A few brands/companies that I know of that may be a good place to start are as follows (note that I'm NOT associated with any of these places, they all have different requirements and your personal results aren't guaranteed):

You may also want to hit up local indie boutiques and offer a trade of services for clothes.

Additionally, (and this is likely just the stylist in me), you can opt to say "no" to shoots where you're doing all the styling work and instead focus on working with photographers who have a team in place so that you're not coming out of pocket for everything.

Good luck!

Sponsors are primarily looking for huge social media followings - usually 50K+ on IG or FB, or 10K on Snap.   This demonstrates your reach as a trendsetter and proves that you can advertise a product properly.  When you have the level of success and followers that sponsors want-PR agents and social media agents will come to you.

Honestly, your plea for sponsors makes you look desperate and may dissuade potential sponsors.

I have a few basic looks that I can bring to shoots.

But... I'm a model and not a stylist. If the photographer wants some amazing looks then he'll need to hire the latter...
