Can anyone recommend a good tutorial on understanding color harmony and also where i can download resources (Photoshop) for it. I came across this site http://www.azzurrapiccardi.com and i really liked the use of color in the photo's so any tutorial on understanding how to achieve such colors would be really appreciated.

This website (tool) has everything I studied for one semester of Color Theory class.. Simply said, you can use those "Color Rules" as a tool to make color harmony. I think Photoshop has this tool as plug-in, which is be very handy.

And as for the website you shared, it seems the colors are very natural. The color tints in some of the pictures were result of color gels..

Classic theory like the one of Johannes Itten is for sure very important and not to be underestimated.

here's the app I use for determining the colors to use and the percentage to use them in.  Where to apply them in the image is up to your own artistic view.
You can input the pantone rgb code on the bottom right of the wheel by clicking on it.  Then hover the cursor over the chart on the right to get the rgb code for the complimentary colors.  You can even click on the different types of complimentary along the top.
