can anyone explain me, how to create this face retouching. Just dodging and burning or can u give me some tipps and tricks with filter and layer options?

Hi! Most likely 3-4 layers of curves.
2 layers - light and shadow.
1-2 layers - color and contrast.
Retouching is standard. Sounds like noise was used.
