As for small hairs, I don't do a lot of pixel level dodging and burning to begin with so I don't use it for fixing that, I usually go zoomed in quite a bit and clone them out.

I wouldn't get rid of that completely as this give a bit of shape to that area.

Regarding the baby hair around lips, can't really see it but split heal will definitely help there.

Also, you need to smooth out the neck creases a bit - leaving the one that forms the edge.

Considering the model's bone structure and the strip light as fill.. it doesn't look wrong to me, at least not that much. I'd bring out the shine on the model's chin a bit.

As for the hairs - just even them out with cloning/healing, they're supposed to be there and removing them completely would not only cause too much of a problem but the result won't be so good. Just my opinion. Otherwise - really good job!
