I really love how it just pops. I'm still fairly new to Photoshop, so some direction and guidance on how to achieve a look like this would be great! Thanks!

I just do this as a hobby and am here to learn!

Nothing special... looks all in camera. Read up on Depth of Field to see how you get the focus to appear that way. It is all about lighting, aperture and shutter speed. Her hair looks to be naturally red. Maybe slightly tweaked in post.

She pops mostly because her face is the brightest part of the images, besides the top of the car door.
She seems to be lit with a softbox in front ( camera right ).
Her hair seems to be dodge and burned a little, and colorwise maybe exaggerated a little.
There are no real blacks. The blackpoint is raised a little.

Looking at Charles's website and PF he uses a lot open aperture so  little dof.
Raise the blackpoint and maybe used some Florabella actions for the coloring...
