I don't think this is very successful, although I do like what you're trying to do. Possibly. It's kinda Chrstimasy, anyway.
My problem is that you obliterate the portrait component, which is relatively colourless and doesn't match the effects happening around it, so it's not clear what you are trying to achieve.

I forgot to add some tutorial pointers.
Don't just learn some random tutorials on YouTube. They are likely to be dreadful shortcuts and you will butcher your photos.
Get some proper training. Get a subscription to something like Kelby Training or Lynda.com and learn the basics of Photoshop: layers, selections, brushes and adjustments.
Then learn how to work with skin and hair - that's a really good foundation.
At some point soon start to learn dodge and burn.
Avoid the more gimmicky filters in photoshop or your work will look it was done 20 years ago.
