Hi everybody

i'm not retoucheur , i'm photographer and would like to know how to make that type of effect with photoshop

If you mean the light, the simplest way is to just make a new layer set to screen and use a radial gradient ( white to black ).
Then you can adjust the color of it if it needs that to fit.

Like Pellepiano said,
new blank layer , set soft brush on screen mode and paint with different opacity , for this simple level of work like example you don't need even gradient.

Basically open of the gradiant once your in there you can actually click and drag for how harsh or soft you want the gradiant to be you can also stack the gradiant to blast it out even more.

You can also use normal mode and low brush opacity. I would paint on several blank layers, a different layer for each color.

you can try using multiple gradients until you get that uneven light look from the first photo

i usually just make a blank layer and add the gradient there and then apply image a mask and then add/subtract more gradients to my liking

Play around with blending options too. Soft light, lighten, overlay, linear dodge, color dodge etc. can all create interesting lighting effects in addition to normal and screen modes (some of the harsher blending modes should be set to lower opacities).

Create multiple layers of different colors, different shapes, and different blending modes and play around until you find the combo you like best. In the example you posted, I see oranges, greens, light blues/whites, etc. in the light. Between a large soft-edge brush and radial gradient, you'll be able to replicate and create any kind of similar light effect.
