Yes, I noticed the "blacks" have been clipped, not sure about the yellow tone yet.

Peano posted a pretty good example of how to determine the RGB values on these types of images...Doesn't appear to be any true blacks and it's shot at a wide aperture..likely 1.2-2.8.

Yes  get lightroom. It would be easier to get this in the ball park and then tranfers to PS

This is a Guesstimate since I do not know exactly what the original looks like.

1 desaturation 20-30 percent.
2. increased vibrance.
3. In LR they decreased Clairty. This algorythm  basically blurs the smooth areas more than areas with information.
There isnt a single button in PS that dupicates this.
You could create a Duplicate layer>Filter>Blur>Guasian blur>6 pixels>Create Layer mask( use alt button on PC to create Black mask)( Not sure the mac button)
Use the brush tool (Very soft) Adjust the Opacity of the brush. More for the skin areas, Less to none for the areas with details.
Use the master to dial down the Blur effects. about 66 percent depending on the size and resoultion of picture.
Note, Step 3 is this is the method I use for most post retouching in PS
4 color correction.
