As for the MUA situation, I really have nothing more to add. There are plenty of reasons he may have wanted to avoid the MUA, but it would have been nice to let you know one way or the other given that he had seen the message.
All in all, I think this was just failed communication and a little bit of a last minute change-up that kind of botched up plans. It happens.

Not excusing the photographer in any way, but this sounds more like a double booking, there really is little time between the shoots.
I assume you're TFing based on his port, which if he says only takes an hour a session without make up, then chances are there is no need for him to break that formula. Always ask for a guestimate of the shoot time and how much leeway you have either side, especially if you have a long journey.
I hope your rescheduled shoot goes better.
