I mostly use photoshop cs5.
What's the easiest way to even out skin tone and fix blotchy skin?
I appreciate your help!

A few ways, actually: Dodge and burn is one way and typically the most common. Those with some skill use frequency separation and...

I know I may start an argument with this one but a quick and easy way to do it (especially tan lines) is image, adjustments, replace color. Eyedrop the area that is out of tone and adjust fuzziness accordingly then at the bottom adjust the color until it matches the rest of the skin.

You can also try paintbrushing over the areas by creating a new layer, eyedropping the color you want then painting over the areas you don't. Change the blending mode to color or hue to keep texture and work the opacity to a level that works good.

I don't know if its the easiest.

I personally take metrics zone by zone, and then use one of the following to create a match:

1) Curves, working on specific channels, painting over the mask.

2) Paint over an empty layer in color mode.

Note however that "tones" come in 3 dimensions: Hue, Saturation, Brightness.

When you notice a color variation, you should consider the 3, and use the one or all in simultaneous that will lead you to your goal.
