Will these 2 flashes talk to each other in master slave mode. Just purchased a new in the box 430EX on Ebay tonight for less than 120 bucks with warranty card.

Yes- The 580 has to be the master.
430 is slave only

Whoops- If the are both 430's they will not talk to each other but you can use a triggers and receivers to fire them both. The 430 is an excellent unit

It should work with the 550 as the master.

Yes, the 430EX II can be the slave (via optical trigger) to a 550EX or a 600EX-RT (via optical trigger) in master mode.  There must be some line-of-site between the IR transmitters on each unit, thought I have bounced off of white walls with mine.
