Not sure if this is the right category for this question, fairly new to the forums, haha. Well, I've recently done a glamour shoot & the photo's are greatly in need of publication worthy retouching ! How do I go about finding a D-A/R ? If the artists services aren't negotiable/free, what is typically a "fair" average pricing/per photo for the best quality image ?

Post a casting call for retouchers. State your budget if you have one or if looking for TF. Rates will vary pending the workload.
