Is $150 for Hair & Makeup for half day rate  and $250 for full day an OK price for a makeup artist that does both Hair & Makeup.

It seems I get people try to only want to buy a single service such as well I only need you to do hair to try to lower the price or get me to just come in do the work and leave and not stay for the 4 hours ( half Day) so that I will lower the price.

I always thought my pricing was fair and quite low.

Testing for who and for what purpose? This is too open ended. If you also require images from the "test", then there should be no charge.

If you mean to be paid, get no images and the test is for the benefit of the model and photographer, then it may be too low - depending on the services.

How many looks? How many models? Is it just hair finishing, or cut and style? What if you have to color or straighten? Basically, as stated, it's too open ended.

When I say testing meaning working for a model or photographer who are working on personal projects and not a commercial client. When I give out testing rates I do not want or need the photos. 

I don't charge by the look or the model. I charge by the time I spent on set Half day (4 hours) or Full day (8 hours). It can be 1 model or 10 as long as it does not go over the allotted time that I was hired for it does not change the rate. 

I do not do permanent styling on tests such as hair color, perms or haircuts.I only do permanent styling at the salon. Only temporary hairstyling and makeup application for tests.

I guess that depends on the market, in some it's a bit higher for a testing rate but it may be too low in NYC (at least it was years ago).

You are in a competitive business.  For something called "testing", I would imagine that the hiring person will go with the cheapest person they can find who can do an adequate job.
