"PORTLAND, Ore.  — The city has moved 38 million gallons of drinking water after a teen urinated in it to another reservoir rather than draining it.

For now, Commissioner Fish decided to leave the water in Reservoir Number 6 rather than immediately draining it for two reasons:

    It responds to community requests that the empty reservoir be filled for aesthetic reasons.
    It will allow the bureau to see how the water does when it sits for a long period of time."

Portland has so much water that reservoirs can be filled for "aesthetic reasons" and "let water sit for a long time" to see "how the water does" ! And yes, our commissioner's last name happens to be Fish.
