It's probably the programs Nuke or Flame, or a combination thereof.  Maybe try searching "nuke flame artist nyc" to get a list of freelancers or studios that do this work.  I don't know a ton about it, but I do know it can be quite labor intensive.

This is not "magic", this is very simple and very basic video retouching in Nuke or After Effects.
For this simple level of work there are couple of plug-ins for After Effects.

Could be that my internet connection was slow when I saw the video, but it looked like a single frame was edited and paused without motion.  Will have to see again without buffering.

I actually think this is a fake video. I'd like to see the original footage in its entirety because you are assuming that the editor actually removed something. From what I see, it's a video of a model moving and then one frame stops and some bruises and razor burn were added to a single frame and then the video commences without that. I didn't see anything removed, rather I saw some fake effects added.

You may currently be in the Bizzaro universe where everything is flipped wink , because in my version of the video, bruises and razor burns were removed and then he quickly showed before and after multiple times.

Actually, he's right.
You only see the bruises in 1 frame. All the moving footage is the "cleaned up" version.

But I don't think it's fake. It's easy to mask an area in after effects and apply a filter to it.
