I'm not sure how good your sewing skills are but it seems like it'd be a simple DIY. Get a blue maxi dress made of jersey, cut the shape in the top and about a yard of red fabric to trim around the neckline and along the bottom. It won't be an exact match but it may be passable.

If you don't sew, try a local theater company or movie studio that does period pieces because they may have something similar they'd be willing to rent you, and if not it's likely they'll have or know a seamstress who may be able to help.
